Who can I report a detective to who has tampered with evidence?

There was a signed doent submitted in a case by a detective and now we found out the person who was supposed to have signed it didn't. The whole case was based on this doent and the detective knowingly submitted this to the prosecutor with someone else signing the paper pretending to be the person.
