Toyota Sienna diagnostic code 0420 - how to get it clear? need replace electrolytic converter?

Toyota Dealership would not clear the code. They recommend replacement of the electrolytic converter at $1400 - The milage is about 107000 miles. Is this normal for Toyota - supposed to have the best quality?
